Does Medicaid Cover Non-Emergency Medical Transportation in NC?

How North Carolina Medicaid's non-emergency medical transportation (NEMT) benefit works, what it typically covers, and how to find out if you qualify.

← Back to Resources

Non-emergency medical transportation, or NEMT, is a Medicaid benefit that helps enrollees get to and from covered healthcare services when they don’t have another way to travel. In North Carolina, most Medicaid health plans include this benefit — but it isn’t booked directly through the state, and coverage details vary by plan.

How the Benefit Is Administered

Rather than managing rides itself, NC Medicaid typically contracts with regional transportation brokers to handle scheduling and authorization. ModivCare and SafeRide are two of the most common brokers operating in North Carolina, and which one applies to you depends on your specific Medicaid plan.

Allegiance Transportation Services is a contracted provider for both ModivCare and SafeRide, which means we can accept and run trips that come through either broker.

What's Typically Covered

Coverage generally extends to rides for medically necessary, covered appointments — but exact rules, advance-notice requirements, and mileage limits vary by plan. Commonly covered trip types include:

  • Doctor and specialist visits
  • Dialysis treatment
  • Physical, occupational, or behavioral health therapy
  • Hospital discharge and follow-up appointments
  • Pharmacy pickups tied to a covered visit

How to Find Out If You're Covered

The most reliable way to confirm your specific coverage is to call the member services number on your Medicaid ID card, or contact ModivCare or SafeRide directly. If you’re not sure where to start, call Allegiance — we can help point you in the right direction and let you know whether we’re already set up to run trips through your plan.
